Not all of them do, but for the ones who do, I assume it has to do with the whole %26#039;sexy tough girl%26#039; or dominatrix image. Leather is often associated with sex, and brings that connotation, as well as hints of S/M, which is also sexy, even if you aren%26#039;t into that, and the boots just add to the domination aspect. Just looks like a strong, sexy woman who can hold you down and do things to you, I%26#039;d assume.
